Abstract: It is shown that in the leading twist approximation of the Wilsonoperator product expansion with ``frozen and analytic strong couplingconstants, Bessel-inspired behavior of the structure functions $F_2$and $F_2^{cc}$ at small $x$ values, obtained for a flat initial conditionin the DGLAP evolution equations, leads to good agreement with thedeep inelastic scattering experimental data from HERA.
