Abstract: This paper is the continuation of the paper [1], wherewe started the study of the impact of the errors in the beamsize measurements on the precision of the reconstruction ofthe beam parameters. Our objective in this paper is to describean invariant optimality criterion and then apply it tothe procedure of emittance measurement in periodic beamtransport channels. We use, without further explanations,all definitions and notations given in [1], and refer to theequations of that paper in the form (1.∗).
